Portugal's president keeps coalition govt in power

Portugal's president has accepted a compromise reached by the coalition government that allows it to stay in power, defusing a crisis that had roiled financial markets.

In an address to the nation, President Anibal Cavaco Silva ruled out early elections, opting for "the best alternative" which is "the continuation in office of the current government."

The coalition nearly split July 2 when Foreign Minister Paulo Portas, the leader of the junior party, threatened to resign.

A compromise was reached within the coalition when Portas was appointed deputy to Prime Minister Pedro Passos Coelho, but this step required the president's agreement, which he gave late Sunday.

The political dispute had raised fears that Portugal would be unable to abide by the terms of its 78 billion euros ($102 billion) international bailout.

King David-Era Palace Found in Israel, Archaeologists Say

Archaeologists say they've uncovered two royal buildings from Israel's biblical past, including a palace suspected to have belonged to King David.

The findings at Khirbet Qeiyafa ? an fortified hilltop city about 19 miles (30 kilometers) southwest of Jerusalem ? indicate that David, who defeated Goliath in the Bible, ruled a kingdom with a great political organization, the excavators say.

"This is unequivocal evidence of a kingdom's existence, which knew to establish administrative centers at strategic points," read a statement from archaeologists Yossi Garfinkel of the Hebrew University and Saar Ganor of the Israel Antiquities Authority (IAA).

The IAA announced the finds as a seven-year long excavation at the site is wrapping up. The government agency and the Israel Nature and Parks Authority have halted the planned construction of a nearby neighborhood, hoping to make the site a national park. [In Photos: Archaeology Around the World]

Garfinkel has previously said Khirbet Qeiyafa could be the site of Shaaraim, a biblical city associated with King David in the Bible. Shaaraim means "two gates" and two gates have been found in the fortress ruins. Others researchers, meanwhile, have claimed this site might be Neta'im, another town mentioned in the book 1 Chronicles in the Old Testatment.

Prior radiocarbon analysis on burnt olive pits at the site indicated that it existed between 1020 B.C. and 980 B.C., before being violently destroyed, likely in a battle against the Philistines. Much of the palace was further wrecked 1,400 years later when a Byzantine farmhouse was built on the site.

The archaeologists found a 100-foot-long (30-meter-long) wall that would have enclosed the palace, and inside the complex they discovered fragments of ceramic and alabaster vessels, some of them imported from Egypt. The researchers say the building was strategically located to overlook the city and the Valley of Elah.

"From here one has an excellent vantage looking out into the distance, from as far as the Mediterranean Sea in the west, to the Hebron Mountains and Jerusalem in the east," the archaeologists said. "This is an ideal location from which to send messages by means of fire signals."

The excavators also found a pillared building measuring about 50 feet by 20 feet (15 m by 6 m) that was likely used as an administrative storeroom.

"It was in this building the kingdom stored taxes it received in the form of agricultural produce collected from the residents of the different villages in the Judean Shephelah," or Judean foothills, the archaeologists said. "Hundreds of large store jars were found at the site whose handles were stamped with an official seal as was customary in the Kingdom of Judah for centuries."

2 indicted for threatening Tygart

DENVER (AP) ? Two men have been charged with directing threats toward U.S. Anti-Doping Agency CEO Travis Tygart in the aftermath of USADA's decision to strip cyclist Lance Armstrong of his Tour de France titles.

One indictment, unsealed Thursday, alleges that Gerrit Keats of Clearwater, Fla., threatened Tygart via interstate communication in October.

The other, unsealed Friday, makes the same charge against Robert Hutchins of Sandy, Utah.

That indictment says Hutchins made the threat last Aug. 23, the same day Armstrong announced he wasn't going to fight the USADA sanctions for doping. "I have been subjected to a two-year federal criminal investigation followed by Travis Tygart's unconstitutional witch hunt," the cyclist said in a letter to the agency.

Keats was arrested Thursday in Clearwater and Hutchins on Tuesday in Salt Lake City. Both are scheduled to make appearances in federal court in Denver on July 29.

Making threats via interstate commerce carries up to a five-year prison sentence and a $250,000 fine.

A woman in the driveway of Keats' home, who refused to identify herself, said that neither he nor the family would talk. Public records identify Keats as a urologist born in 1941 with a clear and active medical license.

No one answered the phone at a number listed in public records for Hutchins.

Shortly after Armstrong said he wouldn't fight the USADA sanctions, Tygart revealed he had received death threats and was asking the FBI to investigate.

In an interview with "60 Minutes" following the Armstrong penalties, Tygart said the death threats came anonymously via emails and letters. Asked if he remembered any specific threats, Tygart said, "The worst was probably puttin' a bullet in my head."

When news of the arrests went public, USADA chairman Edwin Moses released a statement thanking the FBI and U.S. attorney's office for handling the case.

"We respect the judicial process and will continue to focus on our mission to protect the rights of clean athletes and the integrity of sport," Moses said.

In August, USADA handed Armstrong a lifetime ban and stripped all seven of his Tour de France titles for running what Tygart called "the most sophisticated, professionalized and successful doping program that sport has ever seen."

Since then, Armstrong has admitted to doping and stepped down from the Livestrong Foundation, which raised hundreds of millions of dollars for cancer research based largely on the cyclist's popularity. Armstrong overcame testicular cancer before winning his first Tour de France and used his story as an inspiration for others battling cancer.
